Chuck Schumer ’s shutdown retreat

A Gift to Republicans and a Blow to Democrats

“It took courage… a smart move by Senator Schumer. It could lead to something big for the U.S., the start of a whole new direction”. These were the words Donald Trump used to praise Chuck Schumer, the Senate Democratic leader, after Schumer decided not to block the emergency budget bill passed by House Republicans.
Trump fra dazi e recessioneIronically, just days earlier, Trump had insulted Schumer, falsely claiming he was “no longer Jewish” and had “become Palestinian.” Trump’s praise, however, seemed less about genuine admiration and more about highlighting Schumer’s political misstep.

Chuck Schumer had initially opposed the House bill to prevent a government shutdown, which would have suspended non-essential federal services. But in a surprising turn, he backed down, allowing the bill to pass without leveraging the Senate’s filibuster rule – a move that left many Democrats frustrated and divided.

The House bill, crafted by Republicans, excluded any input from Democrats. It funded the government through September, added 6 billion to defense spending, and cut 1 billion from Washington, D.C.’s budget – a Democratic stronghold often targeted by Republicans. Democrats had pushed for a temporary 30-day funding measure to avoid a shutdown and create space for bipartisan negotiations. But Mike Johnson, the House Speaker, ignored their proposals, consulting only with his own party. The bill passed narrowly, 217-213, with only two Democrats – Jared Golden of Maine and Republican Thomas Massie of Kentucky – breaking ranks.

Chuck Schumer defended his decision

In the Senate, Schumer tried to negotiate for what House Democrats had failed to achieve. But Republicans, holding a slim 53-47 majority, refused to compromise. Schumer had one powerful tool at his disposal: the filibuster. Senate rules require 60 votes to end debate and proceed to a final vote, meaning Republicans needed Democratic support to pass the bill. Instead of using this leverage to demand concessions, Chuck Schumer allowed 11 Democratic senators to vote in favor of advancing the bill, which ultimately passed 54-46.

In a New York Times op-ed, Schumer defended his decision, calling it a “painful choice.” He argued that a shutdown would have hurt federal workers, who wouldn’t receive pay during the closure, and could have led to permanent job losses. He also feared that Democrats would be blamed for the shutdown – a concern that proved unfounded. A Quinnipiac University poll revealed that 53% of Americans would have held Republicans responsible, compared to just 32% blaming Democrats.

Schumer’s retreat has far-reaching consequences. By not using the filibuster, he handed Republicans a victory and weakened Democrats’ negotiating power in future budget battles. It also deepened divisions within the Democratic Party. Nancy Pelosi, the former House Speaker, had urged Senate Democrats to hold firm. Hakeem Jeffries, the House Democratic leader, visibly frustrated, brushed off questions about Schumer’s decision with a curt, “Next question.” Progressive lawmakers like Alexandria Ocasio-CortezElizabeth Warren, and Bernie Sanders openly opposed Schumer’s move, highlighting the growing rift within the party.

Trump’s praise for Chuck Schumer

“We won’t allow a Republican-controlled Congress to block a Republican president from exercising his executive powers,” said Oklahoma Republican Tom Cole, summing up the GOP’s position. While Republicans hold narrow majorities in both chambers, the filibuster remains a key obstacle – one Schumer chose not to use. His hesitation not only handed Republicans a win but also left Democrats questioning his leadership.

Trump’s praise for Schumer, coming just days after mocking his religious identity, added a layer of humiliation to the Senate leader’s political defeat. For Schumer, the episode serves as a stark reminder of the high stakes – and high costs – of playing it safe in a divided Washington.
